euroCRIS is established in Europe to be the internationally recognized point of reference for all matters relating to CRIS: Current Research Information Systems. euroCRIS serves its membership and the global research community, and advances the field of CRIS through life-long professional development, the sharing of knowledge, and by fostering a sense of true community.

Mission:

euroCRIS is a not-for-profit association and aims to be the internationally recognized point of reference for all matters relating to CRIS: Current Research Information Systems.

Identity:

euroCRIS owns a trademark and registered Internet presence (www.eurocris.org) which also provides the official contact information.

Purpose: 

  • Promote and improve communication and interaction between global CRIS
  • Maintain and publish the CERIF (Common European Research Information Format) recommendation and any standards endorsed by euroCRIS
  • Organize and run a series of biennial CRIS conferences with associated workshops and other events
  • Organize and run, with the strategic partners, a series of annual seminars on topics related to CRIS and European research
  • Provide a source of expertise in CRIS to members and to others under business arrangements made at the time
  • Develop euroCRIS guidelines
  • Nurture the CRIS community by biannual membership meetings with associated workshops, a periodical newsletter, an online discussion forum and other appropriate mechanisms
  • Provide a forum for exploring and exploiting new and emerging concepts and technologies (including data quality, standards, etc.)
  • Establish a one-stop portal / gateway to international CRIS resources

 Organization: 

  • Full (voting) membership: is open to institutions and individuals at a fee. A membership register is maintained online
  • Affiliate (corresponding) membership is open to interested institutions and individuals at a reduced, nominal fee. An affiliate membership is maintained online
  • Board: A board of Executives and the chairpersons of the Task Groups manages euroCRIS
  • Executive: the President, Secretary and Treasurer form the Executive delegated to perform tasks as agreed by the Board. The voting membership, on the recommendation of the Board, may decide to call for additional Executives and determines the number of Executives
  • Secretariat: a (part-time) permanent position, which is financed from euroCRIS income and sponsorship. The function is subjected to annual review by the Board. The Secretary is appointed by the Board
  • Task Groups: a group of euroCRIS members established for the examination and implementation of special topics, for the planning of new activities or for the investigation of immediate short-term problems

The voting membership makes decisions on actions and resolutions by a simple majority within a 1/3 quorum, being effected either by physical attendance or online participation in a meeting or by proxies to the President; in the event of a tie the current President has the casting vote. The Board and Executive make decisions by a simple majority within a 2/3 quorum; in the event of a tie the current President has the casting vote.

Elections: 

Delegates of institutional as well as individual members are entitled to stand for an Executive function or the chairmanship of a Task Group and/or to nominate other members for such functions. Job descriptions and, where necessary, special qualifications will be brought to the notice of the members with the start of the nomination and election process. Each nomination shall be accompanied by a written agreement of the nominee.

Both incumbent Board members and new candidates can stand for any of the offices to be filled by election in a given year, on the understanding that candidates for an executive function must have served at least two years in the Board. Candidate Task Group leaders have participated in the Task Group or have demonstrable experience in the area of interest. 

Executives (not Secretary) and chairs of the Task Groups are elected by the membership and appointed for a period of two years, which may be extended subject to election.

If there is only a single candidate for a function, no election will be organized for that function and the candidate will be proposed for appointment, unless the voting members lodge an objection to this.

Voting is supervised by the Secretary and is accomplished by simple majority of the relevant electorate by an electronic ballot; in the event of a tie the current President has the casting vote. 

A member of the Board or Executive can by removed at any time by a 2/3 majority of the relevant electorate.

Any vacancy occurring in the Board or Executive because of death, resignation or removal will be filled by the Board among its own members for the non-expired portion of the term. The Board may decide to co-opt a member as Task Group leader, who acts as a member of the Board until the next round of Board elections.

The members, by joining euroCRIS, agree to eliminate personal liability of the Board and Executive and to indemnify them against liabilities and expenses related to euroCRIS except in the cases of wilful business misconduct, criminal activity or improper use of euroCRIS assets.

Meetings:

There is one main Annual Business Meeting held in the autumn and open to all members, where elections are ratified and decisions are made on progress of work, duties and reports of Executives, Board and Task Groups. Special meetings of the membership are convened by the President, but will generally be organized in conjunction with other euroCRIS events, i.e. the biennial CRIS Conference. The Board shall meet at least twice a year, generally in conjunction with meetings of the membership. The Task Groups shall meet at their discretion, but generally in conjunction with meetings of the membership, and produce progress reports, deliverables and proposals for future activities.

Agendas, papers and minutes of all meetings shall be published on the euroCRIS website.

Termination:

euroCRIS ceases to exist if a 2/3 majority of member votes from a 75% quorum of members favour it.
